Agreement Introduction
Welcome to register for and use the services provided by our company (hereinafter referred to as "the Service").
To protect your legitimate rights and interests, please carefully read and fully understand all contents of this
Agreement before using the Service, especially the provisions regarding service fees, risk warnings,
user obligations and disclaimer clauses.
By checking "I have read and agree", you shall be deemed to have read, understood and accepted all terms of this
Agreement, and such checking action shall constitute a legally binding contractual relationship.
1. Scope of Agreement and Service Content
1.1. This Agreement applies to all service activities related to your registration, account opening and use on
our platform, including but not limited to application, recharge, binding, transaction, settlement, card
locking, card cancellation and withdrawal.
1.2. The Service is jointly provided by our company and cooperative banks or financial institutions. You
authorize our company to collect, use and transmit your identity and transaction information in accordance with
the law to ensure compliance and integrity of the Service.
1.3. The Service shall be used for legitimate purposes, such as cross-border e-commerce payment, overseas
advertising placement, etc., and shall not be used for illegal purposes (e.g., money
laundering, fraud,
transactions on sensitive platforms, etc.). In case of breach of this agreement, our company reserves the right
to immediately terminate the Service, freeze the account and pursue legal liabilities.
2. Usage Specifications
2.1. You shall ensure the confidentiality of card information (card number, security code, expiry date) and
shall not transfer, rent or disclose such information.
2.2. The Service only supports online Internet transactions and does not support POS card swiping, cash
withdrawal, ATM operations or other physical financial services.
3. Service Fees and Refunds
3.1. The use of the Service shall be subject to relevant fees, including but not limited to recharge fee, card
issuance fee, withdrawal handling fee and card cancellation fee. All fees are non-refundable once
collected.
3.2. Refund applications must meet the following conditions:
- Proper use of the platform without any violation or illegal act;
- Abnormal fund arrival caused by technical reasons (e.g., failed recharge, settlement
error).
3.3. Refund methods:
- Users may choose refund via original payment channel or platform wallet;
- If the original payment channel does not support refund, the fund shall be refunded to
the user's platform account balance;
- The platform shall complete the refund within 7 working days upon
approval of the refund application.
3.4. Refunds must be applied through the account manager channel. The platform does not accept refund
requests initiated through informal channels. In case of malicious abuse of the refund mechanism, the platform
reserves the right to reject the refund and restrict the user's usage permissions.
4. User Obligations, Prohibited Transactions and Risks
4.1. Prohibited Transaction Activities
To ensure transaction security and compliance, the platform strictly prohibits the following
activities. Any violator shall be subject to card cancellation, account deregistration, fund freezing and other
measures, and shall have no right to claim refunds or other compensations:
(1)Malicious submission of false recharge information,
etc.;
(2)Transactions in sensitive industries such as government
affairs, legal and credit institutions;
(3)Arbitrage or scalping activities through
the Service, such as trial activities on Alibaba Cloud, various video websites, game platforms, etc.;
(4)False registration, batch binding and
small-value multiple verification transactions (e.g., $0, $0.01, $1, etc.);
(5)Transactions on illegal or sensitive
platforms involving virtual currency, gambling, drugs, pornography, social dating, etc.;
(6)Sale, rental, transfer or public dissemination of card
information;
(7)Use of unauthorized automated scripts, proxy IPs or
multi-device operations to simulate normal user transactions and disrupt platform order.
Once the above acts are discovered, the platform reserves the right to:
- Immediately cancel the relevant
cards;
- Deregister the account and freeze the
balance;
- Reject any refund requests;

Claim compensation for losses incurred thereby (including technical
processing, administrative fines, risk control costs, etc.).
4.2. Transaction Failure Rate Management
To prevent payment risks and protect the quality of the platform's payment channels, the system shall
continuously monitor the card transaction failure rate of users and implement the following standardized
management:
(1)Please ensure sufficient balance in the card after successful recharge before use;
(2)If the card is no longer in use, all previously bound accounts (e.g., advertising systems, membership
services, etc.) must be unbound first; otherwise, the platform will continue to initiate deduction requests;
(3)In case of transaction failure due to insufficient balance, incorrect card information, platform
restrictions or risk control interception (including but not limited to the foregoing), the user shall bear the
responsibility;
(4)Transaction failure rate calculation rule:
- Failure Rate = (Number of Failed Transactions ÷ Total Number of Transactions) ×
100%
(5)Failure rate control standards and handling measures:
- Failure Rate < 10%: Normal use;
- 10% ≤ Failure Rate < 20%: The platform will issue risk alerts and require
rectification;
- Failure Rate ≥ 20%: The system will automatically freeze the relevant cards; in serious
cases, the account will be locked and the card cancelled directly; the card balance will not be refunded
and risk control processing fees may be charged; the user will be blacklisted and refused subsequent
services.
5. Card Management
To further optimize the card management process and reduce usage risks, unified standardized management
shall be implemented for cards. Details are as follows:
5.1. Card Type Definition
- Inactive Card: A card with no transaction records for more than 180 days;
- Expired Card: A card issued for more than 1 year;
- Expiring Card: A card within 30 days prior to the expiry date.
5.2. Processing Rules
- Reminders for Inactive and Expiring CardsMarked reminders for inactive cards (no
transactions for over 180 days) and expiring cards (within 30 days before expiry) will be available in
the 【Card Management】 module for timely card processing.
- Processing of Expired CardsExpired cards will be automatically cancelled. To avoid balance
loss, please timely monitor and process the cards before expiry. No balance in expired cards will be
refunded due to failure of timely processing.
6. Privacy Protection
6.1. Our company shall collect, use and store user information in accordance with national laws
and privacy policies to ensure data security.
6.2. We shall only share or disclose your information under the following circumstances: as
required by judicial authorities or financial regulators; necessary for performance of services or risk
control compliance; legal transfer in scenarios of company merger, division or asset restructuring.
6.3. Users have the right to access, correct and delete personal information and may submit
requests through official channels.
7. Miscellaneous Provisions
7.1. Matters not covered by this Agreement shall be governed by other public rules and policies
of the platform.
7.2. The platform reserves the right to modify the terms of this Agreement for operational or
compliance purposes and shall publish such modifications through the official website or system
announcements. Continued use by the user shall be deemed acceptance of the modifications.
7.3. This Agreement shall have complete legal effect.
